Strengthening the potential of creative industries in the Švenčionys District

Problema

The Švenčionys District faces complex challenges. Its economy is not diverse and heavily dependent on a single major employer. The majority of enterprises are very small (85.29%) and operate in low value-added sectors such as agriculture, forestry, fisheries, and trade. The quality of services is highly dependent on the public sector. From a demographic perspective, the district is similar to nearby Ignalina, Molėtai, and Zarasai districts. In these municipalities, the population is declining, aging, and there is a shortage of highly qualified specialists in the workforce. Although unemployment in the Švenčionys district is decreasing and the average salary has nearly doubled over the past five years, the overall situation remains challenging. 

At the same time, the district has important preconditions for positive change. Its relative proximity to Vilnius, railway infrastructure, and growing interest in living and engaging in creative activities outside major cities create favorable conditions for attracting new residents (while internal migration remains negative, the situation is slowly improving). The district is famous for its unique nature and the proximity of natural areas to urban areas. As such, the district possesses untapped functional tourism potential, which can be developed through cultural and creative activities. In addition, there are already established local initiatives, communities, and ongoing infrastructure projects (renovation of the Švenčionys Cultural Center and reconstruction of the narrow-gauge railway depot). These factors provide a foundation for more consistent development, but they need to be integrated into a targeted and coordinated system of actions. 

The district’s uniqueness is further enhanced by an already established community of creatives in the town of Švenčionėliai. Several successful conversion projects have been implemented in former industrial areas, and the town hosts artist residencies and several small businesses. This provides a solid foundation for developing an alternative model of district development in Švenčionėliai, based on creativity, culture, and tourism. The creative industries sector is still fragmented and driven by small-scale initiatives, but if properly integrated into the broader district development plan, it can create conditions for niche development, especially by linking it with the district’s natural potential and existing resources. 

However, such a vision does not currently exist. The creative industries sector is not focused on in the district’s strategic development plan. Although the municipal government actively seeks to support the creative community, development requires systematic stakeholder engagement and a concrete plan that would enable sustainable sector growth.

The goal of the project is to create a targeted development model for the creative industries in the Švenčionys District, focused on strengthening the town of Švenčionėliai as a creative industries hub and integrating it into the district’s overall economic and tourism system.
