Rebuilding Ukraine: Lithuania’s long-term plan
Problem
On February 24, 2022, russia launched a wide-ranging attack on Ukraine, causing numerous destructions, losses, destroying life at every turn. This event escalated the war on Ukraine which started back in 2014.
Almost all regions of the country continue to suffer damage and destruction of the infrastructure of varying severity. Due to the uncertainties caused by the war, the data can change very rapidly. The information regarding Ukraine’s destruction as of the 15th of October 2022 includes:
~6 000 civilians killed;
~10 000 civilians injured;
~7 000 000 Internally displaced people (IDP);
~7 500 000 Refugees in European countries;
~74 000 000 m2 of infrastructure destroyed.
Lithuania has supported Ukraine in the fight for freedom since 2014 and understands how greatly European countries are dependent on each other’s well being. By late October there’s been more than 60 000 Ukrainians who fled to Lithuania as refugees since the beginning of the war. As a long-term supporter of Ukraine, Lithuania is participating in Ukraine’s rebuilding process by bringing its expertise in several directions.
Lithuania already has several planned actions that include rebuilding critical infrastructure objects in Ukraine. In order to assist with the future project development and a sustainable path for rebuilding processes, our team is grasping the long-term perspective.
Goal
The team focuses on researching the use of digital tools, such as digital city models, for long-term reconstruction processes. The application of digital planning tools to reconstruction processes would allow for systematic data collection and aggregation, provide the necessary evidence for rapid decision-making and generate sustainable development practices.

Conducted public consultations, prepared an overview of the digital planning tools used in Lithuania and delivered project flyer for the Rebuild Ukraine forum in Warsaw

Systematised and presented key information gathered during the project, prepared guidelines for the implementation of digital planning tools for rebuilding in Ukraine, and delivered an overview of such tools used in Ukraine.

Result
Presentation of the results of the project “Rebuilding Ukraine: Lithuania’s long-term plan” carried out at the Construction Sector Development Agency, implemented by Mariana Maksymiv and Rūta Marija Slavinskaitė, participants of the programme “Create for Lithuania”. Project goal is to find out how to make Ukraine’s reconstruction more effective and share Lithuanian knowledge in the construction and urban development sectors. The project has resulted in a plan for further implementation of digital planning tools in Ukraine.
