Regionų plėtros procesų optimizavimas

Problem

Lietuva yra tarp daugiausiai ES struktūrinių fondų lėšų (procentaliai) „įsisavinančių“ šalių, kurių dalis yra skiriama regionų socialiniams ir ekonominiams skirtumams mažinti. Tačiau šis rodiklis nebūtinai atspindi lėšų panaudojimo efektyvumą: ne iki galo aišku, ar šios lėšos investuojamos pakankamai tikslingai ir rezultatyviai. Nors strateginiuose dokumentuose įvardinti tikslai ir uždaviniai tinkamai įvardina esmines regionų problemas, tačiau rezultatų stebėsena naudojant rodiklius galimai neužtikrina kokybiško tikslų įgyvendinimo. Antra, regioninės politikos įgyvendinimo organizaciniai procesai nėra pakankamai aiškūs: nepakankamai apibrėžtas santykis tarp politiką formuojančios (VRM) ir ją įgyvendinančios (Regioninės plėtros departamentas prie VRM) institucijų, taip pat įgyvendinančiosios institucijos strateginė kontrolė.

Šiuo projektu sieksime paruošti rekomenduojamų rodiklių rinkinį, kuris pakeltų įgyvendinamų projektų tikslingumą ir kokybę. Antra, išanalizuosime regioninės plėtros įgyvendinimo procesus ir pasiūlysime taikytinus strateginio valdymo modelius bei galimus pokyčius organizacinėje įgyvendinančiosios institucijos struktūroje.
