Optimization of business consultant service processes

Problem

In recent years, Vilnius has been strengthening its position as a city attractive to international investments. The city actively competes for high-value-added investments, especially in the fields of technology, financial services and life sciences. However, the global investment environment is becoming increasingly complex – in 2025, foreign direct investment flows in Europe have decreased by about 58%, and investors are increasingly choosing lower-risk and more efficient solutions.

In this context, the competitiveness of cities is determined not only by their economic indicators or talent supply, but also by the ability to quickly, accurately and attractively provide information and ensure a high-quality investor experience. Vilnius is already actively working in this area: dozens of international business consultant visits are organized per year, representatives participate in international events, and the investment environment is assessed positively (Net Promoter Score reaches 41).

The investment attraction process includes:

  • responses to international investor inquiries (RFI),
  • organization of targeted audience visits,
  • coordinated work between different institutions (e.g. Go Vilnius, Invest Lithuania, city agencies and partners).

However, practice shows that these processes are often fragmented – information is stored in different tools, a large part of the activities is performed manually, and the use of data between institutions is limited. This becomes especially relevant as the number of visits grows and the need to respond quickly to investor inquiries increases.

The project will analyze the practices of different organizations (Go Vilnius, Invest Lithuania and other partners), identify key challenges and assess the possibilities of applying technological solutions, including artificial intelligence.

The goal of the project is to create a solution that would make the process of attracting foreign direct investment more efficient: information management, coordination of visits and preparation of RFI responses.
