Problem

Europos Sąjungos struktūrinės paramos lėšos 2007-2012 metų periode Lietuvos biudžete sudarė 13%, todėl svarbu tokio dydžio finansavimą paskirstyti efektyviai. Dirbdama Finansų ministerijoje, ES struktūrinės paramos valdymo departamente analizuoju sritis, kuriose ES struktūrinė parama būtų panaudojama efektyviau finansų inžinerijos (paskolų, garantijų, rizikos fondų) nei subsidijų būdu. Finansų inžinerijos nauda lyginant su subsidijomis – lėšos sugrįžta, todėl galima paremti daugiau naudos gavėjų, mažiau iškreipiama rinkos dalyvių elgsena, pačios lėšos yra panaudojamos efektyviau.
