Let’s bring change closer by working together

Create Lithuania programme is a great opportunity for public sector institutions to get a dedicated team or programme participant for six months to solve one issue in your field. Priority is given to topics focused on economic transformation. Every year, the programme brings together a team of specialists from various fields, who are employed at Invest Lithuania for one year and seconded to institutions on the basis of a cooperation agreement.

Who can participate?
  • Offices of the Parliament, President and Government;
  • Ministries;
  • Institutions subordinate to ministries;
  • Municipalities;
  • Other public sector institutions.
How it works?
  • Possible topics for projects are collected. Topics can be submitted by institutions, candidates or the programme management team.
  • After selecting the programme participants and evaluating their competencies and experience as well as the needs of the institutions, programme management team coordinate project topics.
  • Project topics are then agreed by the programme management team, the institution and the participants.
  • A cooperation agreement is signed between Invest Lithuania and the institution, on the basis of which the participants are seconded to the respective institution for six months.
  • Projects start in September and March.
  • During the project, participants work according to the Create Lithuania work model: they must follow the principles of project management, solve one problem, involve as many stakeholders as possible, conduct public consultations, etc.

Our commitments
  • Coordinate project topics with participants and institutions.
  • Pay participants’ salaries.
  • Compensate vacation.
  • Partially or fully compensate business trips.
  • Supervise project management and implementation processes.
Obligations of the host institution
  • Appoint a project owner who is interested in the continuity of the project.
  • To share the information required for project implementation, give access to information systems.
  • Introduce the team to colleagues at the institution and involve them in the wider activities.
  • Meet the team on the first day.
  • Provide a computerized workplace.
  • Accept the project result.

How to come up with possible topics for Create Lithuania projects:
  • Are there topics that you are not currently working on, but see potential or intend to start working on in the future?
  • Are there areas that require new but as yet unknown activities?
  • Do you have areas that require broad stakeholder and public engagement?

  • Do you have areas that would benefit from evaluating good (international) practices?

Exchange of ideas in the public sector

The exchange of minds and ideas (from abroad and the private sector), interest in public service and opportunities to create the country's prosperity are encouraged. After the programme, some of the participants remain in the public sector and continue their work.
