ABOUT US

"Create Lithuania” is one of the best public policy measures to attract professionals with international experience to work for the public sector

“Create Lithuania” is the first and to this day still the only programme for professional development and the applicability of best foreign practices to Lithuania. It enables professionals to contribute towards shaping the future of modern Lithuania with their knowledge and ideas.

Since 2012, “Create Lithuania” has been annually inviting professionals with internationally acquired experience to participate in the programme. For 12 months participants of “Create Lithuania” advise (on rotating basis) public sector bodies on national and regional issues in a number of areas, such as the improvement of Lithuania’s image, the enhancement of competitiveness and business environment, the promotion of entrepreneurship and foreign direct investment, etc.

Programme’s goals:

• Attract talent to public sector;
• Form evidence-based policy decisions;
• Encourage interinstitutional cooperation and stakeholder involvement in decision making;
• Apply foreign experience to public sector.

Selection FAQ

Is ‘Create Lithuania’ programme a full time job?

Yes. Participants in the programme are employed at “Invest Lithuania ” with a full time position. Working 12 months, participants receive a salary corresponding to their responsibilities and duties.

Is it sufficient to have a bachelor’s degree in order to apply for this programme?

Undergraduates and postgraduates are invited to participate in the program.

Do you need to have studied a certain subject or degree to participate in the programme?

Graduates from all areas of study are invited to participate.

Can students participate in ‘‘Create Lithuania’ selection process if they have not yet been issued a diploma?

You can participate by providing a statement from the university, which shows the degree grades and final exam results. If there is no information yet on your recent exam results, they can be submitted at a later stage, but no later than the beginning of the program (beginning of September).

What languages are accepted for the recommendations?

Recommendations can be submitted in Lithuanian or English. If you have any questions regarding recommendations in other languages​​, please contact the “Create Lithuania’ organizers at info@kurklt.lt

What are the most important criteria for a successful application?

In addition to having achieved good degree grades and various work experience, we are looking for highly motivated, proactive individuals who are not afraid of challenges and taking on new responsibilities. We are seeking professionals who tend to aim high and go one step further than everyone else. And most importantly, we seek those with a lot of enthusiasm to work on state-wide projects in Lithuania.

Who make up the selection committee?

Depending on the chosen topic, the committee is composed of “Invest Lithuania “, “Create Lithuania” Advisory Board and representatives of the participating institutions specialists. The committee may also include “Create Lithuania” alumni who will share their personal experiences of participating in the program.

What does selection process consist of?

Selection of participants will take place in 3 stages (CV screening, interview and practical task). Interviews are conducted either online (MS Teams) or live.  You will be informed personally about the results of each phase.

    Is “Create Lithuania” a one-off or a continuous programme?

    The programme was launched in September 2012 and has been going since.

    How does the selection of rotations work? How is an individual programme constructed? Will I have the opportunity to choose where I would like to work?

    Each participant will have 2 projects (6 months each) throughout the one-year programme. Most projects are done in teams of two, though some are done individually or in teams of three. In terms of the first project, as far as possible priority is given to participants’ expressed preferences for topics that interest them. As for the second rotation, participants will have the opportunity to offer their own ideas for potential projects. Organisers will create an individual rotation programme for each participant according to his/her knowledge, experience as well as the proposals given.

    What kind of work can the programme’s participants expect? Could you provide any examples?

    The most important criteria for a “Create Lithuania” project – it needs to address a very specific and relevant issue. The results must be clearly measurable and create a distinct added value for Lithuania’s welfare. Participants will also have to assess the economic value of the project results and present well-grounded arguments about the calculation of the value.

    “Create Lithuania” project examples: “Research on the possible abuse of a dominant position in the competitive market”; “Promoting cooperation between the Parliament and the society via electronic means”; “Publicity of the project ‘Study in Lithuania’”;“Development and implementation of the programme for youth’s civic and patriotic education”; “Quality improvement of Lithuanian students’ traineeships and internships in the public sector”; “Implementation of the open data project”; “Creation of the feedback model”; “Coordination between the demand and supply of skilled professionals”, etc.

    How will the participants’ results be evaluated during the programme?

    Each participant will be assessed by the programme’s coordinator and the project owner in the institution where the rotation is held.
    At least once a month, periodic meetings with the organizers of the programme will be held, during which participants will present what has been done, discuss what kind of help is needed, etc.

    In addition to their daily work in the public sector, what else do "Create Lithuania" participants do?

    Participants actively engage themselves in various events, where they represent “Create Lithuania” or the institution they are implementing their project at. Such events give participants a chance to do presentations, make useful contacts and initiate relevant discussions.
    Participants also organise meetings with town municipalities, schools, interesting people, organisations, businesses and so on. For instance, some “Create Lithuania” participants return to their hometowns, where they share their experiences with local schoolchildren and give advice on choosing what to study, on internship possibilities, etc.

    What kind of employment agreement is signed during the programme?

    A fixed-term one-year contract with “Invest Lithuania”.

    What salary is paid to the participants of "Create Lithuania" programme?

    Participants will be paid an adequate salary according to their responsibilities and duties – similar to the salary of a civil servant performing analogous job. The position also provides all social guarantees.

    Will there be an opportunity to terminate the contract with "Create Lithuania" before it ends?

    In particularly serious circumstances and with the confirmation of the programme organisers, an opportunity will be given to terminate the contract prematurely, considering that all of the work commitments have been completed beforehand. The contract will also provide the conditions for the compensation of the costs incurred by the organisers (training, etc.), if the contract is terminated earlier than expected.

    Will I have the opportunity to be employed by one of the institutions involved in the "Create Lithuania" programme after the one-year contract ends?

    “Create Lithuania” programme does not guarantee any long-term jobs. However, successful participants will have more opportunities for employment in the vacant positions of various institutions. A lot of participants have been offered jobs in public sector institutions: from experts, heads of departments to civil servants of political trust. “Create Lithuania” participants receive job offers not only from public sector but also from private sector and non-governmental organizations. In addition, the programme enables participants to create a wide network of contacts, and gives access to various public and private sector representatives. Also, “Create Lithuania” organises training and career planning discussions, where recruitment agencies share some useful tips.
